SUMMARY : Two important issues, massive open online course (MOOC) and flipped classroom (FC), have impacted many universities to reconsider their development strategy about e-Learning. Both approaches have to provide students enough digital contents for their learning anywhere and anytime. As we know, the learning models about MOOC and FC are self-learning and teacher-led, respectively. Based on differing models, the styles of digital content are also expected to be different. In Taiwan, we have been involved in distant learning for over 20 years. Most of the universities are familiar with designing e-Learning content for satisfying Ministry of Education (MOE) certification. However, the total digital contents we have had until now are still very limited due to the complicated design procedure. Recently, MOE has encouraged universities to design MOOCs in order to expand the number of online learning groups. In addition, the available digital contents used in MOOC can also be used by the students who join in the FC. Therefore, a new design mechanism has to be developed for both requirements. With this motivation, we apply Bloom's educational theory to propose some suitable teaching strategies and design e-Learning tools to give the old digital contents more added-value so that they can be used under self-learning and teacher-led models, respectively. Importantly, those value-added contents must be able to run on different mobile devices.
